Israel did not respect the partition resolution nor did it withdraw from the Palestinian territories, despite the statement by Shertok, the Minister for Foreign Affairs in the provisional Israeli Government at that time, that Israel would respect the Partition Plan and resolution 194 (III) on the return of Palestinian refugees to their homeland. Israel’s acceptance of the Partition Plan was an essential condition for its admission to the membership of the United Nations.
